Observation Types are the individual measurements that are conducted at a BMP during a rapid assessment. Each BMP has a suite of Observation Types that together determine it's performance relative to a benchmark (performing as designed) and Threshold (not functioning at the minimum requirements).  Administrators can create new Observation Types and change how the Observation Types are associated with the various BMP Types.
